Employer’s duties

The role of Safety Coordinator (SC) is one of the main Client’s duties (PD 305/1996) and is set by the main contractor of the project. SC is responsible for the coordination of all related activities and subcontractors while adopting good safety and health practices during all three phases of the project: design, construction and commissioning.
 

Safety Coordinator services

The employment of a Safety and Health Coordinator is a legal obligation (P.D. 305/1996, article 3) for every construction site of a technical project where several sub-contractors are occupied. The Safety and Health Coordinator, coordinates the activities of the Project contributors to integrate the General Principles of Accident Prevention in all phases of the project, i.e., its design, construction, and operation and also, provides its services in accordance with the applicable requirements of the legislation and specifically of the P.D. 305/1996.

During the Design Phase:

  • Prepares the Safety and Health Plan (SHP) and the initial Safety and Health File (SHF) of the project, in collaboration with the Project designer team
  • Incorporates the general principles of occupational risk prevention in all the architectural, technical, and organizational points of the study, so that the interaction of the various tasks in their simultaneous or sequential performance by the contractors, does not pose any risks to the personnel.

During the Construction Phase:

  • Updates the HSP-HSF issued during the design phase, or issues a new one 
  • Coordinates contractors, subcontractors and self-employed workers and informs them of their obligations.
  • Organizes together with Safety Officers and Occupational Doctors the cooperation between contractors and subcontractors, and supervises the training of their personnel
  • Contributes to the formation and planning of the organizational and technical options of the work, to prevent the risks of both employees and third parties (residents, visitors, etc.)
  • Ensures the prohibition of entry to the construction site to those not involved
